I will be taking Ironsi's decree 34 apart and explaining it in detail to you Gidgiddy and later post Gowon's decree 8 that sought to abrogate all of Ironsi's useless decrees.



You can see from section 2 , that Ironsi reduced each region to a province under the control of the military dictatorship.

You can try to decieve gullible people with this but it woll not change the fact that we had 4 Regions under Ironsi and all 4 controlled their resources

Today we have 36 states with no resource control

All of you Nigerians that came after Ironsi only ended up doing far worse and brought Nigeria to where it is today

Ironsi's decree 34 reduced all the regions to provinces and collapsed all their respective civil services into one consolidated national civil service that was to be regulated by a national civil service commission thereby denying regions the powers of self rule.

If all the ministries of finance and revenue generating offices ended up under central control of the federal military government how then can the regions be seen as being autonomous ?

Stop trying to be smart by half.

Decree 8 was rolled out by Gowon explicitly to abrogate decree 34 and to return Nigeria back to its original template but with more emphasis on autonomy.


War broke out and the entire nation was under military martial law .

After the war, Gowon continued with the war policy for financial reasons so as to both help rehabilitate and rebuild the SE and to pay off war debt.

Gowon was under intense pressure not to impliment decree 8 owing to oil becoming mainstay and the slightest opportunity the north got, they overthrew him.

States are no lesser than regions.

The system we are practicing is the executive style of government like in the US and you should know that states in the US are more independent than even regions in the UK or independent member states of the EU.


The issue here is that the north decided to continue Ironsi's template after the war because they saw more opportunity in it from looting the oil resources of the SS.

Do I blame the north ?

No.

And you shouldn't because they learnt from Ironsi's Zikist drawn decree 34.

So please rest this matter.

You are only fooling yourself by trying to pin this unitary system on Gowon.

Even Alexbells admits that it was Ironsi that rolled out this unitary system and he boasts openly about it here.

Do you know what a Province is ?

Ironsi's decree 34 reduced all the regions to local governments .

Go and read decree 34 again and see how Ironsi turned all regions to provisional zones .

Even the military governors where just governors by name as they had no power under decree 34 to administer their provinces without direct permission from the HoS.

States with no resource control are no less than Regions with resource control? So you dont know that it is when you control your resources that you become federal? Decree 34 was not just a mere civil service matter but a centrist decree that took the right of self governance from the regions and reduced them all to a collection of provinces.

You seem to think States are lesser than regions .

This is why I am referring you to the US system which Gowon adopted for you to see if states over there have limited powers compared to mere provinces.

You say it's a mere civil service matter. Ok. How can the regions be effectively run when their means of adminstration has been outsourced to a National Civil service that is regulated by a National Civil Service Commission which in turn is firmly in the hand of the federal military government ?

Well you people can keep lying to your selves as much as possible but it wont change the fact that Ironsi had 4 military Governors administer 4 areas that made up Nigeria. Wether you choose to call those 4 areas Regions or Provinces is your own choice of words

What matters is that those 4 areas controlled their resources throughout Ironsi time and thus, were federal in nature

Those 4 areas were abolished by Gowon, replaced by 12 states with decree 14, and their right to control their resources taken away with decree 15

What that fool doesn’t understand is that a Republican State like AlaIgbo has several school of thoughts, I wonder why he use my submission as a yardstick for judging a devolutionist, ChiefJusticeFuc Gidgiddy is a devolutionist I’m a unionist, what we have in common is AlaIgbo and AlaIgbo nationalism.

Yes I’m happy that the regions and the parliamentary government was dissolved, the regions was becoming too powerful and threatening the corporate existence of Nigeria. The wild Wild West came because the west felt too powerful. The Igbo massacre came because the North felt it was their job, it was their North, the Biafran war happened because the East felt we can face the whole country.

The injustice that brought all these menace while not being entirely overlooked by me, I can attest that the parliamentary/regional government had to go, aside the war, I see the creation of state as fraudulent as it was, it was a step in the right direction.

The states have only relied on 13% mineral derivation, what happens to service, standards health system, entertainment there are items on state lists, what happens to developing those and walking away with over 70%.

I won't blame you either becuase you come from a highly demoralised generation that would rather run than advance.

All over the world, every country sort for a stronger center, from USA, to Russia, to China, every Serious country have strong center, I'm going to show how it is done but even if I succeed, I don't currently have solution for the whole Nigeria but I hope Nigeria becomes a unitary confederation like the UK, I have solution for AlaIgbo which I wish to implement under Igbo province others nationalities should figure out themselves.

The coup of Jan 15 was to prevent the federal house in Lagos from deliberating and granting a Plebescite for the creation of COR region out of the old eastern region.

The coup timing was done to prevent the house from reconvening after a long Christmas break.

The first thing on the docket was a motion to force for a Plebescite for the minority people trapped in the old eastern region whose request for one at Enugu had fell on deaf ears in the Ibo dominated house.

The coup was meant to halt the representatives of other three regions plus that of the minority people from reaching a final decision to pass a vote for a Plebescite.

The ibos then did the most unimaginable thing and staged an ethnic cleansing coup and purge of both our politica and military heirachy.

Decree 34 was already written weeks before the coup and even has reference to Jan 16 (a day after the coup ) as it's effective date . The decree was delayed out of fear of exposing the real motive behind the coup and those who benefited from it and so that's why it was passed four months later o 24th of May.

You can see all the hallmarks of Zik in that decree with its inviolability reference to it being a Unification Decree.

Factually that's a call to act not a falt of the system. Nigeria is working as a country what is not working is the Nations, look at Scotland isn't it working, Look at Wales, isn't it working. Is Britain really working. Your expectations are too lofty and high let's build AlaIgbo within Nigeria just like the Scottish are building Scotland inside UK.


States needs to be weak, let the Nations pick up themselves or stay down for all I care, the Federal Republic is only passing through a phase and everyone should try their hands, maybe after thousands of terrorism and five major more wars, if we survive we survive if we break up we break but know it that each time you try and fail to break up the system the more harder break up really becomes. I'm really seeing all the things happening as a test for the strong system men of my school of thought has built.

I'm Igbo and we run this country from a systematic angle, Anyone who thinks otherwise be you Igbo or not should try his hands in changing the status. The earlier we all accept reality the earlier we start sincerely looking for solutions and stop undermining the Republic. Some of us are really silent becuase we appreciate everyone testing the system we have built, no shaking.

All over the world, every country sort for a stronger center, from USA, to Russia, to China, every Serious country have strong center, I'm going to show how it is done but even if I succeed, I don't currently have solution for the whole Nigeria but I hope Nigeria becomes a unitary confederation like the UK, I have solution for AlaIgbo which I wish to implement under Igbo province others nationalities should figure out themselves.

The centre remains strong and anyone not okay with that should propose solutions which doesn't include the silly regional/parliament government. AlaIgbo is not East, AlaIgbo is not south east, AlaIgbo is AlaIgbo and any arrangements not recognising that nomenclature is sham. In case Nigeria fails which I don't wish for AlaIgbo Republic is more workable but everyone play their role, you can't negotiate in Nigeria I can so play your part let me play mine.

The North are not and had never been unionist, they only lack sea access and once they are able to invade and seize a seaside territory like Lagos or Cross river, they would move for secession. I'm not worried about whatever you paint, ofcourse I'm a Zikist and I love Nzeogwu's commitment especially not running away after causing the war and eventually paying the ultimate price. I regret that Saduana and others had to be killed however I agree that the Regional/Parliament government had to go.

Whatever you want, if you want out of Nigeria seek that through appropriate channel, no one wants your resources as a matter of fact we have enough in Alaaigbo, the summary is, if you are staying you stay, if you want to leave, use appropriate channel and don't disturb the peace.

Gidgiddy, you are being careful with the truth you know, UK is the second biggest economy in Europe after Germany, Nigeria is the biggest economy in Africa. The issue is that not even you but nearly all of you compare the standard in Africa to the Standard in Europe or Asia, why not compare Nigeria to Rwanda, South Africa, Egypt or Algeria, these are some of the best run African countries.

As for Scotland they were not granted independence but referendum, now when have Biafrans or anyone at that asked for referendum through official channels, have any Senator or governors from the Biafran territory made official move for referendum. I really appreciate Biafrans because they exist to always remind us that there’s a big fault in the line but I put it to you that fault is not in division or unity that fault is in mental emancipation to understand that we are only confined when our mind is confined. The minority Fulanis or the Yorubas or Hausas can not cage the Igbos.

Now I like that we are debating this as two Igbos who are ready to respect the sense of reasoning of the other. If Nigeria would not survive further, I don’t see Biafra as an option I see AlaIgbo. Having said that for now, All is good with Nigeria we need to accept reality and adapt. Those who best adapts to change would always thrive in a specie not the smartest not the strongest you may ask what is the solution and I don’t want to talk about that now but I have solutions and working on that.

It is not possible to become a unitary state if you are controlling your resources because controlling your resources is what makes you independent of federal government. Ironsi did not create any state, he haf 4 military Governors administer the 4 areas that made up Nigeria and those 4 areas, wither you call them Regions or provinces, were controlling their resources right up to the day Ironsi was killed

Lets stop peddling this falsehood about Ironsi, the evidence is there for all to see. It was Gowon that came after Ironsi and used Decree 14 to abolish all 4 Regions and created 12 new states, then used decree 15 to end resource control. Google is there to verify
