So the bottom line is that, allow people do what they wish, it's not a gamble, they got value for their money.

Moreover some people actually use these cars to make some money too.

The whole UK and US people pay instalmentally for their cars.
They just take latest car and start driving.
Sell it off, take another one and be paying.
But in US, public transport is not as good as in UK. So more people drive cars in US.

And u.k govt are reaping from it, if not, students visa would have been very super tough to get, or rather terminated.

People are parking their cars, because the fueling is insane, now someone else wants to buy a car on credit.
