Did the school confirmed he graduated there?

How will you know if it's fake? You will contact the institution. Will you still insist it's fake after you contact the school and the school clears him?

Tinubu's certificate was issued to by the institution and it got lost. The university does not re-issue certificates except transcript. A third party that does re-issue the certificate does so on behalf of the school and it's not illegal. Get your facts right
