They need liquidity to flow into the market and if those that trade those 43 banned items can bring their liquidity into the official market, it can help stabilize things.

They are trying to clear all the backlogs first, it's the backlogs that's not allowing CBN to properly bring liquidity into the market because Emefiele has ruined everything.
