An executive order is not a binding law across the US. The next president can cancel/over-rule it, and it becomes void (Biden has over-ruled many of such orders). So, please stop misinforming the public. Moreover, Trump who you referenced AIMS to do so if he wins next year. During his first term, he threatened the same, but did not gave the order because legally, it is impossible unless the case gets to the Supreme Court where it becomes decided.

That's not true. If the parents are US military personnel posted abroad yes they will be citizens, but you can't just go visit someone on the base abroad and give birth and think your child will become a US citizen.

Same with embassy.

US embassies are not considered US soil, so if a child was born in the US embassy, citizenship rules for a child born abroad would apply. If the parents are not Americans, then the child will NOT become a US citizen.

Most importantly, the embassy is NOT considered to be "U.S. soil," legally. The Embassy is property of the US government, and it's considered to be untouchable by diplomatic treaties, but these treaties do not go so far as to confer jus soli (citizenship by birth) to people who are born therein, since the determination of citizenship falls under nationality laws and NOT diplomatic protocols.
