E15 (15% Ethanol) is the maximum concentration allowed for most cars. So even if the Ethanol is free, the max benefit is to reduce the fuel cost by 15% e.g. from N600 to N510. To get it to N49, you will have to be running your car on pure Ethanol and have excess supply of Ethanol.

We are now having substandard petrol for our cars. Omo, what a country!

Too much Ethanol will damage the engine. And we know in Nigeria there are no standards. It can damage seals, injectors and corrode the engine itself it the blend ratio is too high.
