These markets no doubt contribute a whole lot to Lagos' economy. Rather than shutting it down and depriving people of their means of livelihood in this very tough time, government could employ more cleaners to occasionally clean these markets? Without saying they shouldn't be accountable, the government could introduce a monthly hygiene levy to these people so everything is taken care off.

So taxes and levies paid in those markets cannot employ people to ensure those places are kept clean. Or don't the traders there pay their rents, tax, levies, permits and the rest to the so called state government?
