The dude sold his designs to stock photo companies. Companies, graphic designers, individuals visit these stock photo websites, pay a token and use their designs/photos.

Any graphic designer can do what the guy does. Design several graphic design templates with your photos and sell to stock photo companies. Whatever anybody does with your design is no longer your business.
