Worst governor, Tinubu.

He did so bad that he won the Worst governor of the whole Nigeria back then. He couldn't complete a single project in 8 years. He only claimed the ones done by previous governments, fought his deputy governor and nearly finished the state.

They all stole from the state Treasury.

He refused to conduct local govt elections in eight years.
Doctors went on strike for over eight months.
Refused to account for local govt funds for eight years.
Invested anambra money in his family business.
Has companies registered in his children's name as a governor hence the pandora title.
He could only increase the state igr by one billion naira in eight years.
He divided the state along religious sentiments, only the catholics held sway in his time.

Dude was called the oyato Govornor. The darling of politicians. Projects were awarded to politicians,left undone or started going bad almost immediately.

Salaries of the previous month was paid on the 15th of the following month. Ki lo kan Akala.

P.S. That of Mbadinuju is true. Dude was so worst. The then PDP didn't give him a return ticket cos he was a worst Govornor. I think he should be the worst in the history of Nigeria sef. His administration was always in the news for one bad thing or the other. Tell Magazine nearly finished his life.

He later went to the the AD for ticket. Those ones gave him but he lost massively in the 2003 election. PDP booted him out themselves. It was a very funny case then.

The worst governor is the governor that invites outsiders to go kill the people he is supposed to secure and when those invited to kill come back to boast about it, it becomes worst+ this will make another 419 governor look like a saint because the 419 governor, will thief and go, sell the state's properties to himself, buy the state properties with the state's money but at least he will leave the indigenes alive. Where the next murderer might claim it back for himself in the name of the state, but I think every politician is a thief
