You never know the decision till your passport comes back to you. What are you on about?

Here's is the problem, he's tired of Abuja but he hasn't been contacted to come and pick his visa, tls is not even helping.

Can he use courier to pickup his passport? He didn't request for delivery on the application day.

Was referring to passport, not visa.. it has already been denied

You get an email saying a decision has been made. You dont actually know what the decision is until you get your passport back. Has that changed?

If it was denied it will state on the email.

No it doesn't. The email only tells u a decision has been made.

Is advisable to comment when you are sure of what you are saying. Refusal letter is always attached to the email if denied visa but when it didn’t come with attachment them you got the visa and wait for you passport delivered to you.

If your visa has been denied, you’d get a refusal email.

If your friend paid for courier service, his/her passport would be sent back to his/her address.

Problem was later resolved,
They (the agency) cancelled the visa application online due to the delays that's why he was unable to change it from pick up to home delivery.
