APC again suffered same in Zamfara state in 2019 when all its elected candidates were stopped from being sworn in and PDP that came 2nd took over all the positions.

It appears that PDP is a victim of internal fighting (as usual). The congress that produced their candidates were not recognized by INEC or in breach of a court order (likely filed by aggrieved PDP members). Therefore since the congress is not recognized anything produced by the congress including primaries is also not recognized by law.

This one is not INEC's fault. A PDP member approached the court and got a court judgment that PDP should hold a primary. PDP did not. So any party that comes second just need to tell the election tribunal or appeal PDP disobeyed a court order and they will win! So, in this case, PDP did herself. Not INEC. Whoever comes second (APC and LP) do not need to argue about rigging or any other hard thing. Just show PDP did not obey court order that asked them to organize a primary. Simple
