The Rivers state government has redeployed Emeka Amadi, clerk of the house of assembly.

In a circular dated November 20 and issued by the office of the head of civil service, Amadi was redeployed to the state scholarship board.

The head of service did not name a replacement to succeed Amadi.

The state government also redeployed Calistus Ojirika, the deputy clerk/ head of department (HOD) legislative department, to the readers project.

Georgewill Otto, an assistant director at the ministry of physical planning and urban development, was redeployed to Rivers State Small Town and Rural Water Supply Agency.

Amadi and Ojirika were asked to hand over to the most senior officers in the house of assembly.

According to the circular, the posting takes effect immediately.

The development comes about three weeks after an attempted impeachment of Siminalayi Fubara, governor of Rivers.

Rivers has been grappling with a political crisis linked to the rumoured rift between Fubara and Nyesom Wike, the immediate former governor of the state and current minister of the federal capital territory (FCT).

Despite President Bola Tinubu’s reported intervention to restore peace in the state, there are speculations that the political crisis is far from being resolved.

The speaker of Rivers State House of Assembly, Rt. Hon. Martin Amaewhule, through his SSA on Media, Martins Wachukwu, has warned Rivers People and the public to disregard the posting of Rivers State Assembly Staff.

A statement released this morning through the SSA on Media reads:

THE POSITION OF THE RIVERS STATE HOUSE OF ASSEMBLY SERVICE COMMISSION LAW 1999 AND THE RIVERS STATE HOUSE OF ASSEMBLY SERVICE COMMISSION (AMENDMENT) LAW NO. 10. OF 2012 ON THE APPOINTMENT AND REMOVAL OF THE CLERK AND DEPUTY CLERK OF THE RIVERS STATE HOUSE OF ASSEMBLY

Appointment:
Section 6(1)a says there shall be a Clerk of the Assembly who shall be appointed by the Speaker from the Legislative/Clerk at Table cadre and the appointment shall be based on seniority, merit, competence and experience subject to the confirmation by the Rivers State House of Assembly.

Section 7(1) says that the Speaker shall appoint the Deputy Clerk who shall be the most senior officer from the Legislative Officer/ Clerk cadre.

Removal:
The procedure for the removal of the Clerk and Deputy Clerk of the Rivers State House of Assembly is provided for in Section 6 (4) and Section 7(3) respectively. Section 6(4) says “the Clerk shall be removed from office upon a petition to the State House of Assembly and a Resolution passed by two-thirds (2/3) majority of Members of the House for his inability to discharge the functions of his office (whether arising from infirmity of mind or body or from any other cause) or for misconduct.”

Section 7(3) says “ The removal of the Deputy Clerk shall be the same as that of the Clerk”

Meanwhile,Section 93 of the 1999 Constitution as amended says that.

“There shall be a Clerk to a House of Assembly and such other staff as may be prescribed by a Law enacted by the House of Assembly, and the method of appointment of the Clerk and other staff of the House shall be as prescribed by that Law.”

From the above it clearly shows that the appointment and removal of the Clerk and Deputy Clerk are the exclusive preserve of the Speaker and 2/3 majority of the House . The Head of Service or even the Governor do not have the powers to appoint, remove or transfer the Clerk or his Deputy especially once they are appointed.

You are quoting law with a Governor, even you that is the speaker can be removed by the governor without any consequence not to talk of ordinary clerk

I don't think we have ever seen such swift and quick falling out between godfather and godson.
Despite the fact that Wike and Fubara were very close.
Most godfathers and sons normally fall out after two years or more, but this falling out has taken only 5 months to happen.

It is all a testament to the fact that Wike demanded too much from Fubara to make him governor.

Power drunk, greedy, dictatorial, disrespectful, crooked, dubious, the list goes on.

The man was put on by Rotimi Amaechi and then held by the hand and made governor by Patience Jonathan,,
yet he acts like Almighty God dropped him off from the skies above and gave him inherent political powers.

Karma awaits Wike, and like Goliath a very lowly and unexpected adversery will demystify him,,

It might be Fubara.
