Go and look at Venezuela after the oil crash.

Yaradua left $22bln in the Excess Crude Account. The specific stated purpose of that money was to take Nigeria through an oil slump. Okonjo Iweala implemented it under OBJ for that purpose. Jonathan spent it and shared it with Governors which they ate. That's equivalent to more than one years budget then. Government is a continuum.

Buhari was willing to borrow to keep subsidy going and willing for CBN to spend $12bln a year defending Naira. He could not defend it all the way because oil price affected reserves and also demand for Naira

The common man is lucky that Tinubu or Peter Obi did not replace Jonathan in 2015 otherwise they would have made you take the pain fully in 2015 since Jonathan did not leave any savings to cushion the pain like OBJ had left for him.
