What is the best option of solar set up and electric wire installation for a house that was built but the owner hardly stays there due to the nature of his work.

The house can stay vacant for up to 3 weeks with no occupant. Yet the owner is very interested in securing it with solar powered CCTV and electric fence so that it can 'roast' unwanted humans and reptiles.

The house has 5 bedrooms and 2 living rooms.

You need to relax and don't read whatever meaning into my plain post. He didn't do good enough, that doesn't mean his source of livelihood should be destroyed for good.
He should learn and be a better business person. Why would you interpret it any other way?
I don't read too much stories except that which concerns me but I got the drift of the gist. Bottom line he should have paid up full refund at a timely manner.
If he has history of fraud then people he may have done so should let others know.

Buying of pigment depends on the kg and quantity you want to use, that being said one bag of pigment goes for 50k now and per kg is 2k.

Like more apologies and specific date for refund. I think you too need to relax and follow wise counsel. You don't need bad publicity if you haven't committed fraud.
Its not on all business one makes profit, we sometimes even spend our own money to retain relationship and it is almost always appreciated.
