The States with the highest debt are the best-performing states in terms of infrastructure and IGR in Nigeria just like the USA is among the top 10 indebted countries in the world with the strongest economy and largest infrastructure.
No other state can compete with the listed states in terms of development and infrastructure

You must think that building people is just some vague concept. Bros, it requires investment in a wide spectrum of areas, including education, infrastructure, industries, loans and grants, scholarship, etc.

Most rich states are always more indebted than poor states except some poor ones that didn't use their heads.
Just like rich nations like USA,China etc which are the most indebted in the world,it is much easier for them to pay because of their high IGR.
Lagos has the propensity and ability to pay up all its debts in two years which might actually take a state like Anambra more than 100 years to pay.
