What category are you interested in Web or Mobile? This one that you don't have funds, is there any place you can use WI-FI, start by learning html/css and JavaScript. That is the basics. Go to YouTube and search for them you would see lots of tutorials. Follow along and practice, if you understand them then you can move ahead.

Laravel is known by a few tech gurus in Nigeria. The only Laravel expert i know is the DG, ICT department, Government House, Plateau State. Do you have a portfolio? Or what projects have you worked on. Are you familiar with DSA(Data Structures and Algorithms) because they will test your problem solving approach. It's not just about saying I know PHP/Laravel what can you or have done with it?
