Ayatollah knows Israel and US have set up trap for him and that's he is very careful. He can not attack Israel or US base directly but through proxies in Syria, Iraq, Yemen, Lebanon and Palestine. No aggression comes directly from Iran so you can't accuse him of anything. I only pity the jobless proxies.
