A place does not have to be a capital to become urban. In every states, they are both rural and urban areas. However a few states has cosmopolitan cities, Aba is not, neither Onitsha or Nnewi. Those are pretty much market places with limited services, those ain't commercial cities.

Onitsha is an ancient city, and has been a trade center before lord lugard's grandfather was born. Go and read Olaudah Equiano's (Ikwuano) bio written in the 1700s. The city was mentioned in the book..

Ogun state was never a capital and it boasts the most industrialised state, Ibadan was never a capital, is one of the top industrialised cities in the country.
