Osun LG Chairmen Directed To Budget N150m For Boreholes, N20m For Maternity Renovation

The thirty local government chairmen and that of the area office in Osun State have been directed by the state government to make adequate provision for the sinking of boreholes worth N150,000,000,00 in the 2024 budget for their respective Local Governments.

This is coming months after Governor Ademola Adeleke, claimed to have provided 332 boreholes across wards in the state.


The memo
The chairmen were also directed to include the sum of N120,000,000,00 for the renovations of schools across the Local Government and Area office in the budget.

The direction was contained in a memo signed by one Mr Tajudeen Adelabu on behalf of the Permanent Secretary, Ministry of Local Government and Chieftaincy Affairs, a copy obtained by Osun Defender.

In the memo titled, “Re-Year 2024 Budget Preparation Of Local Governments”, the sum of N500,000,000,00 was directed to be budgeted for roads, culverts and bridges while N20,000,000,00 is to be earmarked for the renovation of maternity centres.

The memo reads, “I am directed to refer to the above subject and inform you that all the thirty (30) Local Governments and the Area Office are advised to make adequate budgetary provision for special projects in their year 2024 Budget.

“Please note that all projects being monitored by The State Government through the Department of Monitoring and Evaluation of this Ministry should be included

“For the avoidance of doubt, the budgetary provision should include all the following: Education(Schools Renovation) N120,000,000,00; Boreholes N150,000,000,00; Road/Culvert and Bridges N500,000,000,00; and Primary Health Care (Maternity Renovation) N20,000,000,00.”

How's it a good news? The national assembly must work on a bill that will truly lead to LG Chairmen getting their finance direct from the FG.

There must be a law against sacking of local government chairmen too. LG elections should be held by INEC, not the nonsense election most of this state governors do carry out.

An ordinary bill cannot do that.
Only a Constitutional amendment bill can solve it. For it to succeed, you need a YES from at least 24 States Houses of Assembly.

Who controls the Houses of Assembly?
Your guess is as good as mine.

INEC was the one conducting the LGA election nationwide same day with Governorship and state House of Assembly. But OBJ changed this before 2003 elections.

It is not done per LGA but by Wards.
Some LGAs have more Wards than the others. It is not per LGA....

The State Govt issued a statement on that:

The attention of the Ministy of Local Government and Chieftaincy Affairs has been drawn to a propaganda going round the social media which bother on misinterpretation of a Circular issued by the Ministy.

For the avoidance of doubt, the circular was issued as guidance to Local Governments in the final preparation of the year 2024 Budget.For a Government to execute any Capital Project, be it Federal, State or Local, such project must be captured and adequately provided for in the Budget of the year in which it is to be executed.

Thus Local Governments were directed to make adequate budgeting provision for Projects which fall within their Constitutional responsibility such as Primary Education, provision of portable water supply, good Local roads and Primary Health Care.

Budgetary provisions are estimates which may or may not be realized depending on availability of funds and the Budget Circle is one year which presupposes that whatever funds are to be expended on a project for a year must be adequately captured in the Budget of the year.

In specific terms, the figures the Local Governments were directed to include in their budgets are for projects which are to be executed in phases within year 2024. Renovation of schools, drilling and reticulation of boreholes , renovation of Primary health Care centers as well as construction of road culverts and bridges are to be done in phases, in recognition of the fact that many of such projects are required in the Local Government but the finances of the Local Government is obviously limited

Boreholes are to be sunk in the 332 wards in the State.Phase one of such was completed and financed through the year 2023 budget.In year 2024, phase 2 of such are to commence soon.

The cost of drilling, provision of stanchion and reticulation of a borehole in a ward is the sum of Two million, five hundred thousand naira (#2,500,000.00) and therefore the cost per Local Government depends on the number of wards in the Local Government.

Thus, the sum of one Hundred and fifty Million Naira each Local Government was directed to include in their 2024 Budget is to cater for as many phases as possible of boreholes drilling, provision of stanchion and reticulation in year 2024.

We thereby implore Osun residents to keep on supporting the present administration and expect more dividends of Democracy in the State”, the statement noted

If what you're saying is that the money is too much, then you are wrong. In my local government (Egbedore LG) for instance, there are more than 150 communities (towns and villages). And mind you, the cost of a standard community borehole cannot be less than #5m. We are to blame inflation for this.

Not same day with Governorship and House of Assembly but INEC was responsible for that in 1998.

OBJ had no choice, it was a constitutional matter and he had to hands off.
