First, Nigerians should demand for complete state police, state control of resources and properly decentralize the police at state level down to local communities that can be well armed. No body knows their community more than the people who live there.

exactly why I'm again this Ransome. As painful as this thing is, giving them more fund is unwise when they can immediately get fresh hostages at will. What's the point then? Our security agencies can/should do the needful.

Decentralized police system down to local govt is needed for sucha large multi ethnic country like Nigeria. That is the exact police system the US is running!
