If say we have 100,000 metered houses, and they supplied 150,000mwh to that area, let's say 1000mwh to each metered household.

We have a balance of 50,000mwh, what those guys do is to set a target based on over pricing policy to meet up financial target for a given period.

Now you're advocating they supply electricity that's worth the fine to non metered houses, bro GENCO's nova frustrate you that's why this suggestion look good to you.

A paying customer (metered and production industries) are more valuable to the electric company and the labour market than an unmetered business or customer, I'm not advocating that they be ripped off, but putting electricity of that value is a complete waste of resources. They are not metered for a reason.

If we have institutions that work such monies should go for buying meters for those houses, to level the playing grounds.

They should order DISCOS to meter the unmetered customers so they can be paying instalemental payment for a period of 6 months , if the commission is serious.

It is my conviction that estimated Billing is nothing but a bare-faced, government sanctioned extortion scheme

It is crime against the hapless and helpless masses that must be criminalised.

Consumer Protection bodies must ensure that this sanction is not audio but must be seen to be effected and reflected in the March bill.

For the whole of January we no see light pass 6 times and the 6times the light won't last for 1hr , now they have mind to bring bill

Very wicked people if I was using prepaid meter I don't think I will finish 10units in the month of January
BEDC should be fined we don't see light yet bills keep coming and we are paying for darkness in delta state

Eko electricity distribution company should be on the sanctioned list.

Those guys give up to 500,000 naira estimated bill to one apartment in a month in Lekki. They refuse to supply prepaid meter and then send exorbitant estimated bills. Telling them that estimated billing is supposed to be capped is like talking to a deaf.

Criminally minded idiots.

Well, the reason why they overbill estimated bills holders is because the massive losses from charging non cost reflective tarrifs and power theft means that discos are forced to use unorthodox means or to put it bluntly rip off estimated billing people to make enough money to break even.

All this is as a result of price controls on the power sector.

The reason why i support free markets is simple. Put limits on a man's ability to make a profit, anarchy results.

Nerc is just fining these guys without adressing the tarrif issue and power theft issue.treating the symptoms without treating the disease, because treating the disease means high tarrifs which means apc gets voted out.

So their profit is already factored into the difference between the cost they bought and the cost they are to sell a unit of electricity.

What the discos should address is energy losses in the distribution system that they can not charge for and prevention of electricity theft.

Energy losses in the distribution system is a function of the distribution equipment deployed by the discos, so it is up to the discos to deploy more efficient equipment.

Energy theft should be very minimal if they are serious with ensuring effective metering and monitoring of consumption. It is the responsibility of the discos to protect their electricity from being stolen and for getting electricity thieves arrested.

The discos can not simply pass the cost of energy losses due to their inefficient equipment and energy theft due to their inefficient monitoring, to unmetered customers. Note that many unmetered customers are unmetered because the discos failed to supply the required meters. So billing such customers more for no fault of the customer is wrong and criminal.

Which is not quite true, the DISCOS have a price that is set below the actual production price for them by the government. Government pays them a subsidy to cover their asses ie losses. IN practice, the subsidy is not adequate.

As an example, in 2019, cost of prodicing one kwh market terms, was 58 naira per kwh, yet discos were selling that at N20-30 per kwh. Yeah right.

Also, the PwC report on power...put cost reflective tarrifs at N83 per kwh, yet discos were selling at N30 Max. Yeah, right.


They also at the end of the day, have massive power theft issues...which eats in to their profits.(And you know what happens when they try to address power theft...yeah...violence).

That's why most of them don't or cannot afford to pay GENCOS and reject power, run at a loss, and so forth.

Even the tarrifs they charge, someone with 6 hours of light pays less per kwh compared with someone getting 12 hours, who pays less than someone getting 18 hours and so forth

ENergy losses happen because the transmission system is not fit for purpose...plus TCN relies on a lot of its revenue from what the discos pay them.
The thing is, the Transmission system needs far more money than we can imagine to be made fit for purpose.

Energy theft isn't ended by metering. Many meter holders bypass the meters. Yes it happens.

The problem is, most of us think power should be free.

The discos can not simply pass the cost of energy losses due to their inefficient equipment and energy theft due to their inefficient monitoring, to unmetered customers. Note that many unmetered customers are unmetered because the discos failed to supply the required meters. So billing such customers more for no fault of the customer is wrong and criminal.

If they did not, they won't break even. That is one of the reasons why it is better to let discos determine how they would sell power, at a price they set, not at the price government sets for them.

Government wants to be elected, which is why they set prices below the production cost.

TO follow up on my comment on tarrifs...

(the gains of) privatisation of the NESI have been hampered, in part, by the inability of the Distribution Companies (Discos) to charge cost-reflective tariffs.

As a result, all operators in the NESI value chain have been affected, effectively constraining investment in the downstream, comprising the Discos; midstream, where the Transmission Company of Nigeria (TCN) holds sway and upstream segment, comprising the gas producers and Generation Companies (Gencos).

With such constraints, although total national installed generation capacity stands at 13,000MW, Nigeria barely manages to get a third of that to where power is needed. The rest is stranded.

Thus, what this means is that there’s a misalignment of the entire value chain from gas to consumers. Without cost-reflective tariffs, the federal government has been forced to subsidise the real cost of electricity.

An energy expert and Country Director, Energy Market and Rates Consultants Limited (EMRC), Rahila Thomas, believes that in some way, this has hampered the operation and growth of the power sector.

“Every six months, the regulator is expected to review the tariff using economic indices to bring pricing to market level. Some of these variables are inflation, forex, and generation capacity.

“A review ought to have happened in July and the realities of the inflation and forex mean that tariff ought to have gone up. But for political reasons, this hasn’t been done. Government is now paying subsidies that have amounted to N3.34 trillion. Out of that, the government has paid N2.8 trillion to support tariff.

“Unfortunately, all these monies are resting on the books of the Discos and have impaired their ability to attract funding to improve their networks,” Thomas who spoke during a panel session at the just-concluded NESI roundtable in Abuja said.

Power supply remains a long term business. So, experts have argued that deploying short term loans will not work. What the sector needs are long term-loans at reasonably low interest rates by operators in the industry, which will assist them to scale up their business, roll out new network infrastructure, as well as upgrade and maintain existing infrastructure.

As it is, Gencos and Discos cannot meet their operating costs, much less meet their capital expenditure requirements. Without the latter, Discos in particular are unable to upgrade and expand their networks to supply electricity to underserved and unserved households, businesses and industries in their respective franchise.

Besides, the inability of Discos to charge cost-reflective tariffs, has rendered their businesses ‘unbankable’ and impossible for them to raise debt from banks and capital markets, or even from prospective investors.

In this connection, the immediate past Managing Director, Abuja Electricity Distribution Company plc (AEDC), Adeoye Fadeyibi, pointed out that presently, only Ikeja, Eko and Abuja Discos can continue as a going concern, given the multifaceted problems.

Speaking during the three-day programme, he noted that negative cash flow in the industry was affecting operations and the ability to improve power supply to customers.

One other challenge that has hobbled the sector’s capacity to perform is that at the federal and state levels, ministries, departments and agencies owe the Discos hundreds of billions of naira and this has also constrained liquidity in NESI. With these legacy debts bogging down the sector, it’s not likely to make any headway soon.

Besides, part of the operation of the power sector is dollar-denominated. The federal government has to bear in mind that most of the equipment, plants and machinery used in the power sector are imported
