Countries advance fast in certain aspects of technology and lag behind in others. It is often cheaper to just import than to spend billions researching and developing something that others have already produced and perfected. Even if you start producing them yourself, it will be hard to compete with those that have been in the game for long. China was not producing any chips before but since Trump used it against them, they have been making tremendous waves in chip technology and I believe they will surpass the West and Taiwan in a few years. Expect Russia to do something similar.

Iran is another example. They used to depend on imports for their weapons not because they didn't have the mental capacity to build them but because it was cheaper to be buying them (in the short term) but after getting sanctioned, they are producing almost everything and even selling drones to superpowers.

I dont think you need nano chips to achieve that bro. Stealth is mostly about exterior design, the materials used for radar-absorbent coating, infrared reduction, and so on. I'm sure advanced computing is involved too, but you don't need nano chips for that.
