Meter Premium Customers In 60 Days, FCCPC Tells Discos by Paraman: 9:02am On Apr 09
The Federal Competition and Consumer Protection Commission has urged the Nigerian Electricity Regulatory Commission to mandate Distribution Companies to meter all unmetered Band A customers within 60 days.

The FCCPC in a statement on Sunday by its Acting Executive Vice Chairman/ Chief Executive Officer, Dr. Adamu Abdullahi, said the move would ensure accurate billing and protecting consumers from arbitrary estimations.

Abdullahi also urged NERC to enforce the cap on estimated bills and ensure compliance with the required daily supply for respective tariff bands (A to E), saying it will promote fairness in billing practices.

“To address these concerns and promote consumer welfare under the current service reflective tariff regime, FCCPC encourages NERC to mandate DisCos to meter all unmetered Band A customers within 60 days, thus ensuring accurate billing and protecting consumers from arbitrary estimations

“In addition, we urge NERC to vigorously enforce the cap on estimated bills and ensure compliance with the required daily supply for respective tariff bands (A to E), thereby promoting fairness in billing practices,”
Abdullahi said.

Abdullahi reiterated that unless a consumer on Band B, C, D, or E is metered, the DisCo should not be allowed to migrate such a consumer to a higher tariff band to avoid any form of exploitation, “this will also serve as an incentive for DisCos to meter consumers.”

He commended the recent enforcement action taken by the NERC against the Abuja Electricity Distribution Company for violating the Supplementary Order to the Multi-Year Tariff Order 2024 for Abuja Electric.

Abdullahi said the action includes a mandate for AEDC to reimburse all customers in Bands B, C, D, and E who were billed above the allowed tariff bands and to pay a fine of N200m.

Abdullahi added that the action represents a crucial step towards upholding consumer rights and ensuring fairness within Nigeria’s electricity industry.

The FCCPC boos called for more robust and vigilant enforcement, “as well as greater transparency in billing and power supply, as a balance to the recently increased tariff for Band A customers.”

“NERC’s decision to penalise AEDC reinforces FCCPC’s strong advocacy for protecting consumers from unfair market practices, as mandated by the Federal Competition and Consumer Protection Act 2018. Notably, this action was taken within 48 hours of the introduction of a new tariff regime for Band A customers.”
Abdullahi said.

According to him, while NERC approved the tariff realignment and Service Delivery Commitments for Band A electricity customers to ensure the sustainability and viability of Distribution Companies, “and the entire electricity sector, we acknowledge the legitimate concerns raised by consumers. Many consumers have expressed fear that the likelihood of arbitrary estimated billing for unmetered Band A customers could lead to consumer abuse and dissatisfaction.”

He said that the DisCos’ repeated failure to meet the minimum power supply hours for respective tariff bands and their failure over time to compensate consumers for service downtime have made consumer grievances worse.

[b]“The FCCPC is pleased with NERC’s recent Order to DisCos to automatically downgrade any Band A feeder that does not enjoy the minimum requirement of 20 hours per day power supply for seven consecutive days

“While the commission would closely monitor the implementation of this directive by all parties, in line with extant laws and an existing Memorandum of Understanding with NERC, we urge NERC to diligently enforce the proposed measures and collaborate with stakeholders to address consumer concerns, to foster a sustainable and consumer-friendly electricity market.” [/b]He said.

He said that the commission is confident that NERC will persist in imposing appropriate penalties on DisCos for violations, which would promote compliance and accountability in the electricity industry.

I get power less than 6 hours combined every week. Some weeks it is so bad that we don't even get power except for 3 hours on saturday. I won't say I'm in band C, D or E.

I think I'm in Prayer Band.

The rate at which these DISCOS will migrate consumers to band A will be alarming!! I checked recently and discovered my area is placed under band B when we currently don't use up to 8 hours of light daily! I knw say dem go soon place us for band A!

That is what we expect Mr Adelabu-to be busy with! He needs to be holistic in his attitude!
- Does he knows how many Companies,the MDAS,etc, that is not Metred in Nigeria?
• What is the amount of Revenue does Each DISCOS have?
• What is the Cost elements in each Discos?
• In Abroad -USA, Europe, UK, nothing like Band A,B,C but Electricity is generated for ALL!

Both the busybody FCCPC and NERC are so customer-centric to the disadvantage of the DISCOs. The same customers they're trying to please are the same people 70% of whom don't pay for electricity.

They steal it through outright bypass and tampering as well as refusal to settle debt and bills... while intimidating and even assaulting the personnel of the DISCOs.

This FG decision is not fair on those of us who are allotted to band e because as it stand electricity availability daily is less than 4hrs and on an estimated bill of N5,000 monthly. Such impunity and anti people policies must stop forthwith.

Good.

Another thing to be addressed is that very useless and corrupt electricity association/union that exploits those who want to be metred.

Before pre-paid metre can be sold to a customer, that useless association has to clear the person and they often add some ridiculous charges and expenses.

Imaging them saying the electricity pole must be changed, house rewired and other nonsense before one can get metred and the discos play the game with them.

Those kind of interlopers need to be removed. The metre issue should strictly be between the disco and customer.

The fact that NERC allows estimated billing at all shows they are unserious. What does it take to get people metered? Many consumers are even willing to get these meters.

FCCPC is right on this. Meter all BAND, then raise the tarrif afterwards. That is sure way to get it things right.
