Firstly, the place was not a polytechnic like you wrongly claimed, but the former site of the College of Agriculture.
Secondly, that was an unusued site at the time proposed for the COA, a bare piece of land which had no buildings. Obi built on that empty land and relocated the College of Agriculture 15km away from that place.

And to your last post. Nobody can claim campuses as achievement if they didn't build any structures on it from scratch like in the case of Lagos State. Building a complete University structure from scratch on an existing land is an achievement that can be added to your list.
