Indications emerged yesterday, of a possible cabinet shakeup as President Bola Tinubu has begun preparation for the celebration of his first anniversary in office.

He was sworn in on May 29, 2023. It was gathered that some ministers may be sacked and replaced before May 29, while there will be a reshuffling of offices. The President had during the retreat for the ministers in November last year hinted of periodic assessment evaluation of his cabinet members and vowed to drop those who did not measure up to his expectations.

He said: "If you are performing, nothing to fear. If you miss the objective, we'll review it. If no performance, you will leave us. No one is an Island and the buck stops on my desk."

Thereafter, a team of about 140 officials was said to have been assembled to oversee and evaluate the performance of various federal ministries, de and agencies (MDAs). The off some permanent secretaries, planning and other officials from the 35 ministries.

The officials working for the Central Delivery Coordination Unit, led by the Special Adviser to the President on Policy Coordination, Mrs Hadiza Bala Usman, are said to be evaluating the ministers.

However, it is not clear if the reports of the assessment agency will be used for the impending sack of the ministers and reshufflement. It was also gathered that the President may use the opportunity to review the appointment of some ministers, who are having issues before the Economic and Financial Crimes Commission and other integrity agencies.

MEANWHILE, former Governor of Benue State and Senator who represented Benue North-East Senatorial District in the 9th National Assembly, Gabriel Suswam, has declared that the ministers appointed by Tinubu had no value.

According to Suswam, the current Nigerian leadership headed by President Bola Tinubu lacks the wherewithal to take the country out of the economic misfortune inflicted by his predecessor, Muhammadu Buhari.

He said the removal of the petrol subsidy, floating of the naira, and increase in electricity tariff, among other policies, initiated by the Tinubu government, is evident that the former Lagos State governor was out to make things worse for the Nigerian masses. The senator made the comments as a guest on Channels Television's Newsnight programme.

I shared this on the 11th of January (now slightly modified). Three and half months after, not much has changed.

I propose to drop the following:

(1) Hanatu Musawa: there is no clear policy direction and she has not articulated her plans to the public. She keeps talking about the creative economy contributing $100bn to the country's GDP by 2030. Her path to it is not clear. She needs to be redeployed as experience is lacking.
(2) Lola Ade-John: She has been missing in action and apart from visits to a few state governors, we have no clue what she wants to do.
(3) Bayo Adelabu: He is clearly in the wrong place. Send him to budget or risk assessment agency or project auditing.
(4) Gboyega Oyetola: He is mostly attending conferences.
(5) Lateef Fagbemi SAN: He seems to be slow and I am not sure if he is ready to deliver.
(6) Senator Geidam: He is missing.
(7) Uche Nnaji: Not many know he is the Minister of Science and Innovation
(8 ) Dr Bosun Tijani: I am disappointed. By now, NIPOST should be revamped and all over the place. Even if its to buy vehicles for them. NIPOST can employ many people especially in this age of e-commerce.
(9) Minister of Education: he is confused.

I'd also ask the president to advertise the jobs so that unknown members of the public and those in diaspora can apply and they should be screened. I'd ask the president to hire a reputable recruiting firm to grill nominees on their programmes and what they want to contribute to national development. This is necessary because the senate screening is clearly a joke. Let us change the way we recruit public servants and not leave things to politicians.


Questions we can ask:

(1) Identify the functional ways to address low food productivity nationwide that can produce results in two months.
(2) Assuming you are given portfolio xyz, what targets do you set for yourself for the next six months to two years?
(3) Let them study the party manifesto and explain how they'd implement the plans.
(4) What do you understand by the public procurement system and accounting?
(5) Write an essay on the development agenda you'd like to see working for the country. Identify the defects in your proposal.
(6) Then gather all of them in a room and give them case histories of Nigeria's current challenges. Give them 2 hours to brainstorm and 1 hour to put their thoughts together to advise the president.
Finally, let the ministers sign an undated resignation letter and let them know they'd be on probation for three months, and their continued stay in the cabinet would be tied to performance.

Imagine Hanatu Musawa clearly has no clue what to do with a big ministry. Imagine Lola Ade John going missing since her confirmation. Imagine Bayo Adelabu jumping from one party to another as if he thinks ministerial appointment is for fun.

To add to that list, Dr Doris Uzoka Anite needs to be shown the door for lacking experience in signing that MOU with Kemi Badenoch for UK lawyers to practice in Nigeria and celebrating it before she was heavily resisted.

Also to go is the Minister of Transportation. No one knows his name.

We don't hear much from the Minister of Water Resources and whoever is the Minister of Environment.

The ministry of youth needs to be shut down. The relevance of that ministry is not clear.

Tunji Alausa needs to leave the Ministry of Health and take charge of Humanitarian Affairs. They are already doing very well in the Ministry of Health.

The president also needs to carefully examine the young ministers. Many of them need to go as they lack experience to head ministries. The Ministry of Youth is needless. Seems the two young ministers are just there to warm the cabinet.

We also shared some tips to help the ministers following the initial successes of the Minister of the Interior, specifically, the decongestion of prisons.

He set agenda for himself and simply executes. Wike did the same. Many ministers cannot set any agenda which explains why they are confused. Bosun Tijani needs to set milestones for himself and focus. Same as the guy in mines, steel, blue economy, creative economy and so on. It is a way to measure oneself and let people keep track.

For mines, we are yet to see his policy direction beyond going to look for investors and withdrawing licenses. This is how to fail. Call subject matter experts and develop a road map for the sector. Once people see you know where you are going, local businessmen will invest in the sector and embassies will tell their countries that opportunities abound in Nigeria.

If Tunji Ojo comes up with a plan to ask for investors to come and build and run prisons for example, they'd come.

Festus Keyamo too needs to get his acts together. Infact, all ministers should sit up. You don't have to know everything. You have to be knowledgeable enough to know that you don't know anything. Study the party manifesto, gather subject matter experts and organize a one-week agenda setting retreat with them. Once you have a clear policy direction, execution is not difficult. Look at Wike, wanting to carry out a staff audit in FCT. That is a plan to cut costs. For Bosun Tijani, energize NIPOST by engaging local people to purchase vehicles that should be doing haulage across the country. Just collect taxes. We have the market.

Next month makes it 1 year in office and so far no result from the ministers , they are only making eye service efforts with no result . Dave umahi is the only exception I can see.
