Do we have a foreign investment policy at all? I understand making some concessions in certain sectors but it's not every foreigner who promises to invest that we will ass-lick. We should have a policy for controlled FDI in sectors currently above the capacity of local flouting. We should discourage others coming to kill the local industries except they agree to transfer technology in the long run. All said, we need basic infrastructure requisite for development i.e. good road networks, functional healthcare, stable electricity, and an education system that actually produces and develops 21st century -readied human capital.

This is a foreign company's private investment, not some initiative of the FG. Neither the likes of you or even Tinubu himself get to decide where and how foreigners dispose of their own money. The other seaports you mention are free to go make their own pitches to potential foreign investors, but they will have to do so on the basis of how attractive they can make themselves as investment destinations, not by appealing to tribalism and "it's our turn" rhetoric in the usual Nigerian fashion.
