Take as many pictures of the brutality and injuries your mum sustained.

Give your mum the necessary medical attention.

Get a lawyer to sue the man.

For a man to do this in broad day light with no one stopping him. It's either he's a known kingpin, kidnapper or insanely mad, as same community who couldn't stop him went to bail him, he definitely got some strong hold somewhere.

At first glanced, you may think being directly violent is the solution here, but you have to thread carefully to know your opponent motivation and what other relationship exist outside of the debt. Cos this is beyond debt settlement problem.

If I were in the same situation, I first take my mum out of the community , I report to the police at State level, and involve the village elders to seek retribution.

I let the matter ease off for a few months, and when everyone is all about their business, I make him disappear for good.

Always place your iron hand in a velvet glove, and when you strike let it be with cold precision, it's okay for people to call u weak for not reacting violently , as long as he pays the ultimate price in the near future, then you good.
Don't rush into hasty angry emotions decisions, go the easy legal way, your mum health first, after that take her away, fight the battle softly with police, and lawyers.
