The less developed a region, the less land ownership documentation. Reason is land is traditionally ancestral land and if there is no reason for formalized sale because there isnt much development going then there is no need for formalization of land ownership. A small scale farmer either has ancestral land or leases the land informally.

People formalize land ownership when they are doing something with high value with it e.g building a house factory etc. it costs money for formalize land ownership. If you are not doing anything of high value with the land, most people will not go through the expense of obtaining proper documentation. All the land in Ajah likely had no formal documentation until development came (or they foresaw it coming) to the area at which point the owners did the survey, registered the title etc in readiness for the boom.

Plus even if you are building a house on ancestral land in the village, there is no requirement under the law to formalize the ownership.
