OboOlora: The less developed a region, the less land ownership documentation. Reason is land is traditionally ancestral land and if there is no reason for formalized sale because there isnt much development going then there is no need for formalization of land ownership. A small scale farmer either has ancestral land or leases the land informally. People formalize land ownership when they are doing something with high value with it e.g building a house factory etc. it costs money for formalize land ownership. If you are not doing anything of high value with the land, most people will not go through the expense of obtaining proper documentation. All the land in Ajah likely had no formal documentation until development came (or they foresaw it coming) to the area at which point the owners did the survey, registered the title etc in readiness for the boom. Plus even if you are building a house on ancestral land in the village, there is no requirement under the law to formalize the ownership. 3 Likes |

In the north ,I can authoritatively tell you that titled deeds which the state authorities are the only issuing body , are not easily gotten due to a combination of administrative lapses and their governors hording lands especially rural lands which are mostly all under the control of feudal system Yaradua wanted to liberalise land ownership especially for rural farmers in the north under one of his 7 Point agendas so that farmers can break free from feudal lords and use same lands allocated to them to approach banks. But the feudal lords kicked against this. In war thorn Zamfara , the greatest sin former governor Yari committed was to allocate lands to farmers which the feudal lords said encroached on their fallow grazing routes. They need their peasant class to work the land for them just as the bandits are now doing to the farmers. In the SE, central authority is non existing outside the state capital because every village and hamlet refuse to cede land authority to their governors and because there is also no state cohesion rather everybody there sees and puts their village above any other authority. 3 Likes |
