The upgrade you seek would bankrupt the nation. Bullet trains don't come cheap and most are heavily subsidized to keep in operations.. That is why governments build them and not the private sector.

Nigeria had a reliable rail infrastructure in the 80s and 90s. I remember using the train from Aba to Kano during high school; it was a 3-day journey and pretty smooth. What killed this sector, as most sectors in Nigeria, is corruption.
