This morning, a document showing Hado Contractors soliciting balance payments for the Ogbunabali internal road, was allegedly leaked by persons close to the Government.

Is anything bad in this? Isn't government continum?

Can Nigerians be this stupid? A government awarded a contract and the job got delivered. The contractor hasn't been paid how is that an issue?
Those contracts were what endeared Wike to the people and possibly made Fubara the governor. Fubara was privy to this and agreed to pay them. It wasn't like Wike embezzled the money. The same Wike said he asked Fubara to start ring road that if he could finish it in his first tenure that his second tenure would become a fiat accompli. Why are most people dumb in this country?

Wike was never a saint but there are some issues here.
1.project completed in 2017 why requesting for the final payment now?
2. there is a paper for the remaining balance payment but i didnt see the contract completion certification or any written document that certify that the contract has been executed 100% as approved in the contract.
3. in 7 years there is no follow up request for the reimbursement it is only now that they remember their unpaid money?
4. is there a way for a government contract payment to be executed without the accountant general of a state or federartion as the case may be? or does that means the AG has forgotten that particular contract under his watch.
i dont know the full story here. but my experience in civil service especially on contracts at state government level is that sometimes a contractor may perform a shabby job or use substandard materials for contract , sometimes the supervisory ministry may notice this and request that it should be cancelled or make the contractor to comply. but most a timens the contractor must have strong influence with the executive, so even if the executive is not satisfied with the work they will not request for refunding of the contract money. the highest will be like go with what you are already paid no balance for you. about 40% of state government contracts have this problem. so the contractor will forfeit the balance and go with what he can get from the advance given to him.
