I am the last person that will build a house for tenants. So many tenants are terrible especially in a country without laws.
In Nigeria a tenant can use your property for 5 years without paying and he will tell you in your face that there's nothing you can do.

Better Utility bills are essential running a house. While some tenants are very unwilling to pay these bills, cutting them off the services without arguments or unnecessary rancour is that best

That's why is good to do proper investigation b4 giving out house for rent. Give house rent to someone who has a lot to lose and collect 2 years house rent. It helps.
