Oba does not think he should be in charge of 'Edo South Senatorial part of the State', he, actually is in charge of the entire Edo State as far as the Traditional system of governance is concerned. And has been so in Edo (the Benin/Bini empire at large) before creation of multiple States such as Delta. Up till this day, the influence of the Oba still remains.

Following the Oba in hierarchy, are the Enogies (Dukes) who govern multiple districts within the State. At the community level, you'd have the council of elders led by the Odionwere. Families and clans also have heads within the community.
The community youth have a leader/chairman - the Okhaigele.

In recent times within a number of communities, this Okhaigele position has been a source of unrest, killings, etc.
In addition, a number of Okhaigeles have become more of harbingers of intimidation, land grabbing and insecurity within their communities, affecting the safety and development of many of these communities.

The Governor is very right on this as he suspended the Okhaigeles in certain communities within the State. Probably, the Traditional Council should have been more proactive in tackling this menace.
They have to work with the State government to ultimately ensure residents of these communities and State at large are safe, and closely monitor activities of lower-ranking office holders within the communities.
