All his "on-going " projects are moving at such a snails pace that they are to all intents and purposes abandoned. The one small single lane flyover that he started in Ekwulobia about 2 years ago is only still at pillars stage and progressing at Soludo's typical snails speed.

How is he ever going to finish any project when all his projects are progressing at snails speed? He stars projects only for eye-service, he soon effectively abandons them by allowing them to progress at snail's pace. No governor who performs poorly in their first term, ever performs well in their second term if they get a second term.

He couldn't start until he raised the state taxes to increase IGR. He waited until he had enough money to start.
It took him months to voice out the actual amount he met because he was protecting Obiano.
It's not because of any handwriting anywhere, it's because he was able to get a good amount from federal allocation and state IGR.
He has not collected a kobo in loan that's the point.
He could have kicked the ground running (in the voice of Tinubu) like Alex Otti if he had gone for loans.
