When aids ,grants or loans are given to a nation what are they meant to do ?

The USAID gives you "aids' to fund your educational sector,and the Chinese give you " loans" (investment) to also improve your education sector. What's the difference between both ?

many African countries are under the stronghold of China,because of bad loans (investment) they undertook and are not been able to service the loans it took,and had to relinquish the right of certain infrastructure.
