Nigerians are fraudulent people from ministries to NYSC and even in the private sector. We hear that people who have relocated abroad are still getting paid ... why are people surprised? As far back as in the 90s, as a fresh graduate working as an article clerk at an accounting firm, I stumbled on a payroll for someone who relocated to the US. I included it in my report and discussed my findings with the HR Director.

First, I was taken off the audit of that organization and assigned to another audit that was like a graveyard, just sifting through papers. Secondly, I was almost sacked when I asked about the outcome. Thirdly, because of that event, I resigned from the firm. They refused to pay me my salary. It took the intervention of the DPO of my area of assignment to intervene before my salary was released.

Go to NYSC, thousands of corp members attend only the orientation. Their allowances are shared between the officials and corp liaison officers. So, I can imagine what it would be by now.
