I think you miss the context that statement was made. Many people live in Lagos cos that's where the hustle is. If everyone in lagos is assured a monthly cash transfer that can comfortably sustain them, Lagos will become scanty.

Life is definitely better enjoyed in a less crowded city, this is factual. Ask Israelis their most developed city, they will say Tel Aviv.
