Just like afcon, theres what we call best losers, that is every team that came 3rd in their reapective group.

Out of these 3rd places teams, the four with the highest points/goal difference will qualify to the next round.

So, regardless of your accumulated points in your group, even if you got 6pts, it means nothing cos you are 4th in your group not 3rd.

It's called motivation. Portugal were not motivated to play because there was nothing at stake for them. They already qualified as group leaders and wouldn't risk injuries hence the changes in lineup and lack of zeal by those selected
