Israel agreed to a two state solution on several occasions, however Palestine Hamas does not agree to the terms of a 2 state solution without the deal of the1967 borders, you need to understand Hamas are in power in Palestine.

As long as terrorist factions are part of national government's, it will be difficult to attain peace.
