Even in the very rare case she wanted to, legal cases take years and a lot of resources and when the other party is not poor it's very hard especially in "unserious cases" like this. The police and courts have 0 time for cases like this. There are people awaiting trial for more serious cases (armed robbery, rape, murder, kidnapping) for years.
