This case is difficult to handle on surface value alone.
We men normally wish or even force women to drop their maiden name to adopt ours, for uniformity of identity and to be addressed as Mr and Mrs Xyz sake. But identity travels a long way in ones life, so taking it away this easily will not sit right all the time.
1. Name is a gift and not a loan and as such you don't take back gift if it has been giving and some of the benefits that elicited such gift has been gained by the benefactor. (e.g spousal Recognition and DNA tested children to the same spouse)
2 it's unwise for a woman who may remarries 4 or 7 times. To keep changing her surname forth and back on every divorce and remarriage records.
3. For address and identify how will her children be addressed differently from her.
4. A lot of documents must have taking that name to eternal records like academic records, globally reputed awards and recognition plaques
5. The name in question is not a trademark or patent so no copyright infringements here.
6. What will happen if she now choose to be identified as male?
What he would have done is to trademark the name and sue her for copyright infringements claim, for bring the name to disrepute and irreparable damages
That will make whole lot of sense, who is his lawyers?
All I can say is to add a prefix or suffix like Nee indicated formerly so
Ex or a simple like↓ or ^ to indicate that the surname is divorced as a divorcee.

The petition stated that they stopped living together in May 2015 after her ministerial appointment and in November 2021, citing irretrievable breakdown of marriage, Diezani filed a petition for dissolution of marriage (Suit No. NSD/MG345/2021) at the High Court of Nassarawa State, Nassarawa Judicial Division, sitting at Mararaba Gurku and on April 13, 2022, Judgment was delivered in Suit No. NSD/MG345/2021 by Hon. Justice A.A. Ozegya, dissolving the marriage between the Petitioner and the Respondent on the ground that the marriage has broken down irretrievably.
The retired naval officer in his petition, stated that the respondent faces public allegations of corruption and financial misconduct, for which trials are ongoing for both.
The persistent portrayal of the respondent as the spouse of the petitioner is creating embarrassment, a misleading impression and tarnishing the reputation, integrity, and public image of the petitioner.
Even though the marriage has been dissolved and is now legally finalized, the respondent, more than two years later, continues to use the Petitioner’s first name (Alison) and surname (Madueke) as her own without any justification or consent from the Petitioner, which falsely suggests to the public continuing relationship between the parties though same has since legally ended.
According to the statement, the petitioner instructed his solicitors to address a letter to the respondent, requesting her to cease the ongoing use of his first name and surname.

Only on Nigeria will a woman be divorced and will still be clinging on to the husband's name.
Do they seem to forget that that name they acquired simply because of the signed dotted papers of marriage which ties them together?
Yet when divorced, they hide under the man's name to continue to gin societal respect as a married woman.
I also remember Alison Madueke in the launching of his book years ago saying he told his wife upon her appointment in the Jonathan administration that she must return with his name untainted as that was what his father instilled in him.

As to the rest of what you wrote - you can be forgiven for the ignorance as Madueke is a notoriously private man. He was already very wealthy before she became Petroleum minister. He had a number of successful businesses among which was the company which acted as the clearing house for GSM coys. It was responsible for settling the debt from each call made from one GSM coy line to another.
For example when you made a call from an MTN line to Airtel - MTN would have to pay Airtel an agreed amount and his company took a commission for ensuring that transaction went through.
When you consider the number of calls that were made on a daily basis you will understand the kind of money this man was controlling.
I have not mentioned the maritime business he ran and the dollars he was earning.
All in all - he was a Simp who married a pretty but oversexed woman in her 40's.
