There's no state that is exonerated from the mess at the local government council. That's just the pattern, except you're novice. LGA work is similar to Ele Ise Ajibade. They just collect people's names and and put them on the payroll and start paying them. Making it look as if it is Anambra thing defeats common sense. All states are purely guilty as charged and the same way someone like you will hide when your state is mentioned. Same when news against the government is mentioned. Virtually all BATerians hibernate or go to hiding. Very common on this forum.
