We can't even pay our debt without borrowing more... And you think the solution is to borrow money and build infrastructure that won't generate enough money to pay it back

Giving money to SMEs increase revenue because of tax, two the SMEs has a high probabilities of paying back the loans and assets you can take if they don't so removing the pressure of debt servicing for the new loans

Importation of goods and distributing it are not SMEs that should be encouraged, they don't grow ur economy, the SMEs that should be encouraged are SMEs that should weaken importation of food products, clothings, shoes, skin care products, electrical appliances and cables, utensils, etc etc etc, these SMEs won't function without infrastructures, u don't expect someone to make clothes in large quantities without electricity and good roads to transport the materials but someone can import clothes and sell without the aforementioned.
Without embezzlement of funds, Nigeria as country don't need loan to thrive, so that particular talk is out of concept, u should be focused on dealing with embezzlement.
