The CDS is an administrative role, understand this. The COAS reports directly to the president, not to the CDS.

Statutorily, the CDS is the boss. But in Nigeria, it depends on the charisma of the person occupying the office and the disposition of the incumbent president. Chiefs of Defence staff under GEJ were really influential, especially the late Alex Badeh.
