Except for master's certificate obtained abroad. Most scholarships always lay emphasis on your grades obtained during your first degree. However, there are are few exceptions. I have heard few persons that got scholarship with 2.2 tho. Most of these persons demonstrated outstanding abilities in other aspects such as leadership skills.

Congrats on graduating! When it comes to fully funded PhD programs abroad, having a distinction in your masters can definitely strengthen your application, often more than your undergrad GPA. It shows you've excelled in your field post-undergrad.
