I'm looking at the surrounding area and the roadway... why is it elevated? It is not an urban area with the highway cutting across busy streets and smaller roadways. Flyover mentality still in effect.

Firstly the area you're seeing was filled cos it's a swampy area boss.
Secondly, this bridge needs to be connected to another bridge again on Lagos ikorodu expressway which is one of the reasons why it was elevated.

However, it's worrisome that most states and federal government bridges' projects lack a dedicated pedestrian lane; it's possible this particular bridge may yet have one eventually but considering the width on both lanes of the bridge, I don't see how a pedestrian walkway will be carved out of it.

OF course it links OJOTA axis of IKORODU ROAD from where you either go on to KETU, MILE 12 and IKORODU or detour at the OJOTA interchange to navigate towards OGUDU enroute 3rd Mainland Bridge. You can also use the OJOTA interchange to navigate towards OJODU enroute ALAUSA, MAGODO ESTATE and LAGOS-IBADAN EXPRESSWAY. That bridge will create s lot of options for people plying the OPEBI and/or IKORODU ROAD axis, and reduce travel time considerably.
