I would suggest that you choose Germany for some reasons.
a. You can get many postgraduate or Master degree courses that are tuition-free, even for international students. Some courses that charge fees that are very low e.g. Euro 650 per semester. PhD is also free in Germany
b. Germany has the biggest economy and job market in Europe
c. English is widely spoken and you can get a job with English language.
d. You can network/travel/migrate easily from Germany to other European countries to explore opportunities.
e. Cost of living in Germany should be a bit lower than Canada
f. You should find other Nigerians/Africans that would enable you settle faster in Germany.
h. Germany does not change their immigration rules as frequently and drastically as Canada

Settling down can take you at least 6 months and it's going to be very rough, so discuss with your wife if she is ready to go through the troubles ahead or you should go alone for now

In a plain and simple term #18 million will not take you and your wife to anywhere near Canada and please don't allow any agent or anyone to decieve or dupe you of your hard hen money.

it's not so true, I have a family member who relocated to Germany last October with her husband, they're currently schooling and just yesterday she told me they spent approximately 13m, you get paid even as a student even if it's to language study, you're sure of about 500 euros for now.
