Senate Welcomes Tinubu’s Requests To Adjust 2024 Budget, Tax Banks’ Profits by BeeBeeOoh(m): 7:23pm On Jul 17

The Senate on Wednesday backed President Bola Tinubu’s requests to amend the 2024 budget by N6.2 trillion and to amend the 2023 Finance Act to “impose and charge windfall tax on banks” for their foreign exchange operations.

The budget amendment bill, which passed second reading, made a provision of N3.2tn for capital projects under the President’s ‘renewed hope infrastructure projects.’

It also made a provision of N3tn for recurrent expenditure to capture the proposals for new national minimum wage expected to be laid before the National Assembly soon.

But, Deputy President of the Senate, Sen. Barau Jibrin, who presided over the session, kept insisting that the amendment bill was not a 2024 supplementary budget.

“It is an amendment, not a supplementary budget.

“It is just to move funds from here to there and other such things”, Jibrin interjected as senators debated the two bills on the floor in Abuja.

He also stated that the two bills were meant to address critical projects and the minimum wage.

While leading the debate on the bills, Senate Leader, Sen. Opeyemi Bamidele (APC, Ekiti-Central), said among the renewed hope infrastructure projects were the Lagos-Calabar coastal road and the Lagos-badagry expressway.

On the minimum wage, Bamidele explained that there was no provision for it in the 2024 budget, a reason it became necessary to plan for it before the bill was brought to the legislature.

He also said the Finance Act, 2023 was being amended to provide funding for the amendments and the minimum wage.

Chairman, Senate Committee on Finance, Sen. Sani Musa (APC, Niger-East), in defending the plan to tax the profits of banks, said the banks had made more money lately, taking advantage of the administration’s foreign exchange policies.

He stated, “The end-of-year reports of the banks tripled, despite the high interest rates. How are they making this money?

“They should be taxed to contribute to infrastructure development in this country.

“I believe taking a small percentage out of that profit to contribute to our economic development is not bad.

“I am in full support that we should look at the books of the banks in terms of their profitability in foreign finances.”


Sen. Adetokumbo Abiru (APC, Lagos-East), who chairs the Senate Committee on Banking, Insurance and other Financial Institutions, also gave his full support to the amendment of the budget and the Finance Act.


“The profits of the banks must have come from the liberalisation of the foreign exchange market and the policies of the current administration.

“So, it’s not out of place to ask the banks to contribute some funding to the running of our economy”, Abiru added.

However, Sen. Seriake Dickson (PDP, Bayelsa-West), cautioned against what he termed the hasty amendments to the Finance Act, saying that the Senate must not pass laws that would later be unimplementable.

He argued that a government must not continue “to tax our citizens, whether corporate or otherwise.”

The former Bayelsa governor added, “We are talking about taxing the profits of banks, that will be a serious issue. We should step down the bill and have the benefits of expert opinions on it.”

Dickson recalled how the National Assembly passed a similar bill for more taxes by telecommunications operations through the Office of the National Security Advisor, adding that though the law was signed, it had to be quickly withdrawn due to public outcry.

But, voting upon conclusion of the debate, the majority of senators endorsed the passage of the two bills for second reading.

I wholeheartedly agree with the government on this - taxing the banks heavily.

Most, if not all Nigerian banks are crooks. They dare not try their gimmicks in any of the western nations. They are part of the problems we have in Nigeria. They are involved in numerous shady deals, ranging from helping politicians to launder their loot, hide their ill-gotten stolen wealth, FOREX racketeering, etc... Just name any shady financial deals, they are wholly involved.

Have you checked their end of year statements for the few ones that have branches/operates outside Nigeria.

The banks are commercial in nature and they must keep the business running...

These days I don't even like opening bank account in the old traditional banks, they are now like NEPA, once you open account you are already owing them. Well we warned about Tinubu

How's turning over private profit to the government going to keep the politicians from stealing and embezzling the money but rather put it into infrastructural growth? How about the banks be required to loan out a certain percentage of the windfall profits to small businesses and farmers, with confiscatory tax paid to the government if they fail to provide those loans? The poor infrastructure is not due to lack of money but rather due to mismanagement and corruption. Are these the elders guiding this country to great heights? This is not the best way to grow the economy. Senators should reduce their own money. The forex gain ,if taxed by government would discourage the purchase of shares and overburden on customers through another realm of subtle charges.

The banks they want to tax heavily will transfer the burden and tax the customers heavily.

The only way Tinubu knows how to create wealth is to tax. No nations grows by just taxing its citizens.

At this rate the economy cannot grow. How can you just be taxing indiscriminately without accountability on the previous taxes you have collected .

Sometimes I feel as if we are cows in the hands of Nigerian politicians. Whenever they need money , they will just milk everybody and go on spending spree on themselves. Once the money is exhausted they will return with their milk bucket and if you complain that the milking is too much they say you are unpatriotic .

We need to hold these politicians accountable if not they will scare every investor out of this country.

This a very unreasonable move at a time when CBN is trying to raise minimum capital requirement of banks to N500billion , N200billion and N50billion for international banks, national banks and regional respectively . Talk about policy somersault

This is just another move that shows our lawmakers lose critical thinking the moment they join politics . Just look at Abiru who was a former bank MD supporting nonsense with full chest.

So it is the banks who should help FG fund new minimum wage and the white elephant coastal road project right ? It is not in the place of the law makers to take a pay cut to contribute to the “development “ of the country ?

The banks would simply pay the favor forward by taxing you their clients.

I am reserving this space to respond to your comments in the coming days how the banks are now charging higher fees and introducing new fees.

did you ever consider what it costs these banks to run their business, do you know how many others of diesel are burnt daily by bank branches to ensure smooth operation, are you aware some banks are forced to increase salary of their staff due to dire economic situations in Nigeria, do you know banks have pool of cars they fuel everyday to ensure business activities don't break down, you are not supporting tinubu to ensure doing business In nigeria is not so stringent but you are supporting him to tax the banks more.. did you think these thru at all before you made this comment?

If banks are taxed more, it's poor Nigerians that will take the brunt of it all, more bank deductions and charges to cover up for these expenses above

The tax is on profit, no gross earnings, so banks would have made provisions for all you listed.
You as salary earner pay your tax before taking care of your needs, the corporate world take care of their needs before paying tax
