How does wage award amount equate absolute minimum wage increase, as if everyone is working at level 1. In fact I think the minimum worker’s level is level 4, and that 25k will translate to maybe equivalent 10k increase in minimum wage. Now consider someone at level 14, that’s probably equivalent of 2k increase in minimum wage.

They do not all have to go for the minimum. Minimum means MINIMUM.
Regardless of the new Law, any State Govt, Parastatal or organisation is at liberty to elect to adopt even N250k as its minimum, if it so chooses and can afford it!
