The Presidency has reacted to the raging controversy that had trailed the N573 billion received by states.

The response is coming in the wake of uproar the issue has generated between governors and the federal government.

Daily Trust reports that President Bola Tinubu had during his national broadcast on the just nationwide hunger protest said the federal government gave states N573 billion as support.

Governor Seyi Makinde of Oyo State had contradicted the President, saying the money was not directly from the federal government.

But a Senior Special Assistant to the President on Media and Publicity, Temitope Ajayi, said the status of the fund should not be the focus.

According to him, “The issue of whether it was a grant or a loan should not be at the centre of discussion but rather how the money can assist in the country’s development.

“I think the issue is not whether it is a loan or grant.

“The point, as clearly stated in the President’s broadcast, is that the states got money”.

Ajayi explained that “The amount, which is the second tranche under the COVID-19 livelihoods support scheme under the NG-CARES Programme funded by the World Bank, is N570 billion.

“The fact is states are getting needed support and funding to improve the lives of the people.

“The World Bank facility is guaranteed by the Federal Government because every multilateral loan must have a sovereign guarantee.

“There should be no hue and cry by any governor really if the objective is to serve the people and make life better for the masses.

“The President is elected to make life better for citizens the same way the governors are elected to do the same in their respective states”.

The presidential aide said Tinubu will continue to work to expand the economy and enable shared prosperity for all Nigerians.

“He considers the governors as partners in progress and the job of nation-building.

“What can’t be denied is that the states have more resources to deliver better service to the people, especially in critical areas of education, healthcare, security and physical infrastructure like roads among others”
, he said.

Ajayi described the issue as more than just semantics, explaining that the payment was the second tranche, with the first paid in October or November last year.

“I think the issue here is one or two governors trying to reduce the matter to semantics. It is much more than that.

“The fact remains that the Federal Government paid the states the money and the N573 billion is actually the second tranche.

“The first tranche was paid sometime in October or November last year,” he said.

Makinde had described the president’s statement on the issue as “yet another case of misrepresentation of facts.”


The governor said: “The said funds were part of the World Bank-assisted NG-CARES project—a Programme for Results intervention.

“The World Bank facilitated an intervention to help states in Nigeria with COVID-19 Recovery. CARES means COVID-19 Action Recovery Economic Stimulus.

“It was called Programme for Results because states had to use their money in advance to implement the programme.

“After the World Bank verified the amount spent by the states, it reimbursed the states through the platform provided at the Federal level.

“The Federal Government did not give any state money; they were simply the conduit through which the reimbursements were made to states for money already spent.”

Imagine a President telling a barefaced lie in a national broadcast in a bid to hide behind the governors
Same governors that few weeks ago were being vilified as the problem with LG with the jankara LG autonomy judgement
What is funny is that the money has lost value more than it had in 2020-21 when the money was spent. This means the states have lost more in the long run
Same thing happened with the 5bn intervention fund last year
Same happened with 20 trucks of rice recently
Same happened with the Akpabio claim of money to the states
The question is why Tinubu's govt wants to use the govs as smokescreen to hide its incompetence

Now I know that many people have brains but really dont use it. The question is what is the essence of money given to state either as grant or Loan. Forget the source, what have the states done with the money? It is another thing if the state did not get the money. Whether you got the money from World Bank or FG, what have you used the money for? None of the governors denied receiving the money but how has the money impacted on the lives of their people in the states. Let them tell us how they spent the money. I would expect the protesters to picket the states and ask them how hey spent the loan. They have not even increased their workers salary and yet Makinde is grandstanding about the source of the money. Many of them are not even paying up to 30k despite all the loans. What a shameless fellow!

Correct, the governors have agreed they got 500b, they should also list how the money was spent, what projects and the principal contractors.
Unfortunately, this won’t happen, they money is long gone into the abyss and the emperors governors are just trying to divert attention, the public isn’t stupid.

The governors are the major problem of the country.
The constitution spells out everything that money must be regularly given to the states to enable them take care of the people’s wellbeing, eradicate poverty and hunger in the land. This is the core responsibility of the states and exact task given to the governors by the Nigerian constitution otherwise they have no usefulness in our political system. The constitution mandate the president to ensure states are well fed with funds to avoid hunger in the land. The governors have received the funds and used it to buy properties outside the country.

The Governors received the said amount or not.

Either grants or loan, for the money to be judiciously utilize should be what we should be talking about it doesn't matter where the money come from.

Yes, it's loan to be repay, but it has to be spent wisely for the betterment of all and sundry.

Meanwhile, Seyi Makinde is doing relatively okay in terms of infrastructural developments in Oyo State, so I don't think he should take the bullet for other Governors on what they do with their shares, let them by themselves use their mouth to tell their people what they use/using the money for. Or at least if the projects they are doing are physical for all to see.

Governors, what did you use the money for?

Let begin to ask our Governors, they should be accountable in as much the President should be accountable as well.

Anything outside that doesn't make any sense to the right thinking fellows.

I will keep on saying, the Governors are the “monsters”.
They are very greedy and highly corrupt.

If 36 Governors make use of the monthly allocation judiciously and have a good framework for agriculture to support the federal government, then things will start to change in the country.

The Governors are lavishing the money while the citizens keep attacking the President.

What has Seyi Makinde accomplished in his state. Virtually nothing. Dude just has well oiled propagandist singing his praises. Someone should mention just two world class projects Seyi has done in Oyo state. He has sold all Oyo State commonwealth, and put the State House of Assembly in his pocket.

Come to think of it, does any of the state Governors acknowledge the receipt of any loan from world bank until it was mentioned by the President,whereas,every kobo taken or received by these Governors should be properly disclosed and equally give information on how the money would be utilized.

Do you know what the interest is on those loans. It's a minuscule fraction of what NG banks are lending and yet the states mortgage their monthly allocations on high interest loans from NG banks.

It's easy polar thinking to blame the President for anything but until Nigerians start tasking their Governors and LG chairmen - there will br no development or improvement at the grass root level.

That's the effect of separation of powers - some of us don't even understand the constitution.

The new blame game of the APC is to blame the Govornors. As if the Govornors were the ones that removed fuel subsidy or they were the ones that did the unification of the Naira.

When they took over power since 2015,for 8 years they blamed the PDP,blamed them for everything under the Sun for 8 good years. Now they can't blame the PDP again,they are now blaming the Govornors. Haba!

I wonder what Obasanjo would have done in 1999. He would have gone on a blame game of leaders since 1960

You took fuel from 185 to current price of 900 and you are asking it is the Govornors that should reduce inflation. How is that possible when the cost of moving farm produce from point A to Z is now very very expensive so it will definitely have an effect on the cost of things.

As wicked as Buhari was,he only added 100 naira to cost of fuel in 8years. Bulaba has added 700 naira and you are saying things won't be expensive.

That is not possible. No matter how much money you throw at the Govornors. And matter of fact, most of the money you claim you give to the Govornors themselves are even given back in the case of wage award.

I know of Oyo that has been paying wage award since last year. 25K extra for civil servants and 15K extra for pensioners an extra 2Billion added to the monthly wage bill

P.S. I am not saying our Govornors are perfect. But claiming the recent economic downturn can be solved by the governors is a lie

If you want to blame the Govornors henceforth, Do Restructing and let each state be in charge of its natural and mineral resources. But these ones you are giving states handouts and looking for miracle CANNOT and will not WORK!
