As a current resident of benin right now this your statement is very laughable sha. Though i haven't been a large expance of Edo state. But i can say he tried within benin metropolise and where he couldn't meet up in infrastructure he covered up in trying to boost the mirco economy of the state which the previous governors had always overlooked
